You have more time than you think

The deadline for appealing to the Parking Complaints Board is one year from the date you sent your original appeal to the parking company. Even if you were rejected months ago and put the matter aside, you may still be within the deadline. If you have a case you believe is strong but never got round to taking further, it is probably not too late.

Which cases succeed at the Board?

Most appeals to the Board do not succeed — the Board decides according to strict practice, and the outcome depends heavily on the type of case. But the decisions show a clear pattern in which cases succeed: it is rarely “I thought I had paid”, and more often errors in the sanction itself or gaps in the company's documentation. The Board typically gives weight to one or more of these points:

Frequently asked questions

Does this apply to all parking fines?
No. The Parking Complaints Board only handles control sanctions (kontrollsanksjon) — fines for pay-and-display or conditional parking, issued by a parking company or a municipality (typically NOK 330, 660 or 990). A municipal parking fee (parkeringsgebyr, issued under the Road Traffic Act, often NOK 900, for example for stopping where it is prohibited) cannot be appealed to the Board — there, after a rejection, the case can be taken to the district court (tingrett). Check what it says on your fine.
What is the deadline for appealing to the Board?
The deadline is one year from the date you sent the original appeal to the parking company. Many people think it's all over after a couple of weeks, but you actually have plenty of time to escalate if you were rejected.
When can I appeal to the Board?
You must first have appealed to the parking company. You can appeal to the Board if you were rejected, if you have had no reply within eight weeks, or if the company has not sent a preliminary reply within three weeks.
What does it cost to appeal to the Board?

Do I have to pay the fine while the case is being considered?
If you appeal to the Board within three weeks of the company's rejection, you do not have to pay the control sanction until the case has been finally decided. If you appeal later (but within the one-year deadline), the claim may have been sent to debt collection (inkasso) in the meantime — so it pays to act quickly after the rejection.
Who can appeal to the Board?
Only the owner or driver of the vehicle can appeal. If someone appeals on behalf of another person, a written power of attorney (fullmakt) is required. That is why we prepare the appeal ready for you to submit yourself — so it comes from you as the owner or driver.
How do I send the appeal to the Board?
The appeal is submitted via the Parking Complaints Board's own website (pklagenemnda.no), where you open the case with your email address. The Board's website is in Norwegian. We prepare the finished appeal document and the documentation — you upload it to the Board and follow your case there.
Is it worth appealing to the Board?
It depends on the case. Some types of case often succeed — especially where there are errors or gaps in the sanction itself, unclear signage, or where the company cannot document its grounds. Others, such as simply disagreeing that you should have been let off, rarely succeed. Since the Board's handling is free for you as a consumer, the financial downside is small — the most important thing is that the appeal is built on the kind of arguments the Board actually upholds.
What does it take to win at the Parking Complaints Board?
A review of the Board's decisions shows a clear pattern: the strongest appeals are based on errors in the sanction itself or gaps in the company's documentation — not on the driver believing they had paid. Typical winning points are an imprecise or incorrect form, inadequate or unclear signage, a signage plan not registered in the national parking register, and the company being unable to document its own claim that a ticket or registration was missing. We assess your case against these points and are honest with you if the grounds are weak.
How long does a case at the Parking Complaints Board take?
Processing times vary, but you should usually expect several months from submitting the appeal until the Board makes a decision. You follow your case on the Board's website in the meantime. As long as you appealed within the deadline, nothing runs against you while you wait.
What if the parking company doesn't reply to my appeal?
Then you have the right to escalate. If the company has not replied within eight weeks, or has not sent a preliminary reply within three weeks, you can take the case to the Parking Complaints Board even though you never received a formal rejection. A lack of reply is in itself a route to the Board.
What happens if I win at the Board?
If the Board rules in your favour, the control sanction is cancelled. If you have already paid it, the amount must be refunded. The parking companies are members of the Board and comply with its decisions. You don't need to do anything other than follow your case on the Board's website.
